AHC: FDR Passes Second Bill of Rights

In 1944, FDR gave a speech calling for a second bill of rights post war. Of course he died before the end of the war, and before he could really attempt to push this.

Your challenge, should you choose to accept it, is to get the second bill of rights (click on link) to become law.
 
The problem is that Democrats got crushed in 1938 and 1942, and FDR needs a majority like the one he had in his first 6 years to pass it as otherwise the South will sink it. In both the House and Senate, Democrats dropped from about 75% control before the 1938 elections to about 56% control when FDR is re-inaugurated for his 4th term.

So what went wrong in 1938 and 1942?

-1938: the Roosevelt Recession and courtpacking - FDR's obsession with cutting government spending means the RR will happen. But it was Courtpacking that emboldened the opposition, if FDR avoids it he can mitigate Democratic losses and more importantly not splinter his coalition.
-1942: general discontent after 10 years of Democratic control, as well as unhappiness with results in the war so far. FDR's best action could be to bump Torch up a week. This option was discussed in OTL, and FDR decided that he would not put pressure on the military for this political reasoning.

I think if Democrats can maintain about 65% control in each chamber, then the Second Bill of Rights may have a chance.

And most importantly, FDR needs to be in good health to pass something like this.
