Fascism was, for a time, something which appeared to many people to be the wave of the future (I believe it was Mussolini who said that while the 19th century had been the age of the individual, the 20th would be the age of the State), and many who were not Fascists did have an admiration for it or its governments. However, Fascism was limited in the nations it had power in, and was totally destroyed as any serious political ideology by WW2.
The challenge is to have Fascism be as widespread as possible. Where it does not have power, have it be a party in government or a popular movement, or at least something many people in a nation admire or look to.
