Depends on your viewpoint and where you come from in that regard- there's many beliefs where evil is present, even expected. Thinking that the statement "genocide is wrong" is just as arbitrary as not liking Brussel sprouts raises a lot of questions in and of itself.
With regards to a Maoist regime in India, the result would be downright terrifying. In otl, Indias population is nearly as high as China's, and if you add Pakistan, Sri Lanka, Bangladesh and other areas of the former Raj on top, you're looking at a very high population at risk. Of course, unlike China, India is very far from ethnically homogeneous and so any cultural revolution would likely indeed become a major civil war which makes the Warlord period look like a playground fight. I find it unlikely that such groups would make their way to power, but it's nevertheless a very interesting state of affairs to discuss.
