In the late 1940s and the early 1950s, there was a lot of momentum towards Europeans unification, or at least unification and integration of the so-called Inner Six. In 1952, that was somehow stalled, when the French Parliament, on May the 27th, voted down the European Defence Community Treaty, and thus plans for the much more ambitious European Political Community were also later shelved. Now, what we have is a multi-member EU, with varying degrees of integration on a host of areas. Your challenge is with a PoD of 1946, to have the EDC as well as the EPC go through, and have European Unification be achieved by, let’s say, sometime before (or on) 2000 and the new millennium.
