AHC: Elective Monarchy dominant in Europe

Your challenge, if you should to accept it, is to establish a POD that would make elective monarchy the norm in Europe by 1400. Bonus points if you can find a way for the Church to give it the seal of approval.

De Jure many places were elective, specially in northen europe, all the way up to absolutism ... De Facto it was usually a inheritable title, since this granted more stability.

More the latter than the former but if an HRE-style of approach is the most likely that works just as well.
