South Dakota is well south of the 49th
South Dakota is almost entirely within what was the Louisiana Purchase and 50-60 percent of what became North Dakota was as well. Considering the historical population differential between (say) Wisconsin and Manitoba at any time since white settlement, it's a safe bet the people and money and markets are to the south of the Prairie Provinces, not to the east.
So if what (historically) became the Prairie Provinces are as economically marginal in this peaceful since 1783 North America, it's as likely the HBC makes a commercial deal that becomes a diplomatic one with the USG as with Ottawa or London.
They are a for profit company, after all.
