AHC: Divided Italy

So, your challenge is, with a PoD after the Napoleonic Wars, to keep the Italian peninsula divided into two states: one in the north, and one in the south. So basically, the Kingdom of the Two Sicilies, and whatever other Italian state manages to unify the north.

Bonus points if:

-Either/both states have overseas territories
-One/both states are regional/great/world powers
-The states are on opposite sides in major world alliances/conflicts
-One state is unified under the pope
 
I think this premise is unlikely to happen, because of the balance of power. The 2 strongest north Italian states Sardinia-Piedmont and Papacy would have to eventually fight Austria for Lombardy and Venice. Someone would have to be interested in seeing Austria fall for them to have a chance. Alternatively Austria could try and set up a friendly Kingdom of Italy based off the Holy Roman Empire's Kingdom of Italy, but foreign powers wouldn't want that to happen. Do the 1848 revolutions happen as well, if so Italian Nationalism could still prevail.
 
Cavour didn't initially plan on including Two Sicilies in Italy-he wound up doing it because Garibaldi's runaway success forced his hand. (Garibaldi and his troublesome republican nationalist followers were supposed to distract Two Sicilies while Piedmont unified the north, and get killed by the Sicilian army in the process. Things wound up not working that way...)
