AHC: District of Columbia keeps Virginia section

Washington, D.C. once had a section of Virginia now called Arlington County in its founding. It was given back to Virginia in 1846 as part of the District of Columbia retrocession and ever since, has been part of Virginia.

Your mission is to make DC keep the part of Virginia that it had. If you decide to let DC lose it and take it back later, it has to be before 1865.

Washington would easily be over a million people proper, especially if its current growth still happens.

As for how? Simple politics, I suppose. Let the Alexandrians lose their retrocession bid.
 
Well butterflies make it unlikely to be built, but the Pentagon would have less bathrooms, since Virginia law required separate facilities for African-Americans.
