Mexico’s current GDP per Capita (PPP) is around $20,000, what would it take to get Mexico to $35,000 (what is considered developed) in 2019 without extremely high inequality?

Prevent the Mexican Revolution, maybe Porfilio Diaz dies sooner and a peaceful transition happens. If they can avoid societal upheaval and can even out the income equality in the era (not impossible considering its been done elsewhere) then Mexico should be pretty damn close to your goal.
