AHC: Democratic Personal Union

With a PoD of 1900, get one person elected to government positions in two different countries at the same time. Points if both elections are fair, they are one of the most powerful people in at least one of the countries and it sets a precedent.
 
Helmuth Kohl (West German Chancellor)
A slower German reunification with more diplomatic problems. The East German Conservatives could decide that he could become prime minister of the now democratic GDR while he is still chancellor of (West) Germany until reunification is possible/archived. Now he is the most powerful person in both countries.
(There was the only democratic election in East Germany in early 1990 and a "Bundestagswahl" in West Germany at the end of 1990)

It is democratic, fair, he is powerful. But it isn't a precedent in TTL, just a unusual situation for some months or years.
