Easy. Emperor Komei doesn't die and the status quo is maintained longer. Japan becomes somebody's puppet (probably American or British) and Samurai stage something like the Boxer rebellion and get the same treatment.
I completely disagree. Emperor Komei was the first Emperor to actively exercise his power in centuries and seemed to have wanted to completely restore his own power, especially after he got a taste of power after the Black ships' arrival. So the only real difference would be that the restored Emperor would be an adult, that might just try to wield his own authority rather then let it be held by the Genro. The Shogunate was dead in the water and had lost the confidence of much of the Daimyo and country. It could maybe last a few more years but the Tokugawa's time in power was at an end.
I think under Komei the entire process wouldn't gain momentum as fast as under Meiji. Thus delaying Boshin War, that being the point of the thread.

Sadly I am looking for help with a TL of mine that has a POD of roughly 1861 and the POD of your TL procedes that. Any other ideas would be appreciated though.
