AHC: Cursus honorum-like sequnces in democracy

So, (how) would it be possible to get something like this as standard trajectory for politician? Obviously you can't have carbon copy of Roman one since offices don't exist and mixing politics and military wouldn't work.

But something like this: before you are elected PM/president you need to serve as minister. Before you are appointed minsiter you need to serve in representative body. Before you are elected in representative body you need to serve in local government (which is also required if you want to serve as major).

POD of your choice but world should resemble OTL as much as possible. so no "surviving Rome". and obviously pwoer of nobility has to be curtailed

You could have something like this included in the US Constitution. The Framers were influenced by the example of Ancient Rome anyway, so having them adopt some kind of cursus honorum shouldn't be too difficult.
 
Although not formalised it does sound like a fairly typical progression for Conservative/tory Party hopefuls.

Serve in the Army or Navy (or later RAF), go into business, go into politics, be elected MP, become a Parliamentary Private Secretary to a Government minister, become a junior minister, become a secretary of state, become party leader, try and become Prime Minister (more commonly fail ala IDS but hey)

As with the Americans the British in the C18th were mesmerised by Rome so you could conceive it becoming a more formal process then.
