AHC: Cultural POD: Non penetrative sex is the norm

How could we make non-penetrative sex the norm and make penetrative sex discouraged except for married couples with the POD of 1800s.

This is a cultural POD but can be offensive to some.

POD of 1800s way too late. If the early Church says that everything except "intercourse" is OK freely, but the latter reserved for marriage yoy might make it work, at least in Christian territory.
 
I remember reading, maybe in this board, that's what happened in British bars during the middle ages. So kind of OTL? At some point condoms and effective contraceptives would make penetrative sex the norm. But before that? Just have people be wary of stds and pregnancies and you're good to go - it may have been OTL for long.
 
Having worked in Saudi Arabia, it is widely known that lots of men meet other men for sex because there isn't opportunity to meet women without their guardians. Still not religiously permitted though.

I suspect thats frequently the case in cultures or circumstances that make women unavailable.
 
@kasumigenx : Let me say there is such a thing as gonorrhea of the throat, if anal sex is considered non-penetrative...well that's out there as well. If you're not a medical person you REALLY don't want to know the full range of various STDs and how you get them/where you might be infected.

Anal sex and Oral Sex is penetrative.

I would argue that oral sex is not always penetrarive, there is a lot you could do with the tongue and lips without put anything inside the mouth or the other people body

And them you have the long, long range of not penetrative sex acts, that is not for me to describe.

Anyways the Danish in the early XIX encouraged same sex romatic relationship, hug and kiss include, sex maybe, as a practice for the jeterosexual married life.
Maybe make so that insted of homosexual coupkes, they could encourage heterosexual couples that practice with each other and could support the exploration of non PIV or PIA sex acts instead
