AHC: Create "Young Europe"

"Young Europe" was a movement which sought to reorganise the boundries of Europe along liberal-nationalistic lines. The movement was pioneered by Italian nationalists such as Mazzini. The overall goal was to create an almost Wilsonian moasaic of nation-states covering Europe and co-existing together in perpetual peace. The Italin branch was briefly successful in seizing Rome, but was kicked out by the French. The Turkish branch "Young Turks", although not directly tied to the movement, also gained popularity in Turkey.

Competing against these forces were dynastic empires such as France and Austira. Austria, in particular had reason to fear nationalistic sentiments. Another problem is the fact that national idenities, particularly in Eastern Europe, were often complex, with many ethnicities being located in one place. This wasn't really "sorted" until after population exchanges follwing WWII. Furthermore, historical claims obviously overlapped on certain territories. For a nation like Hungary it would be extremely difficut to satisfy their demands for all the lands of St Stephen's crown with, for example, demands of Romanians and Croats.

The challenge is, in short, to create a "Young Europe" of states constructed along liberal nationalist lines, co-existing in peace and harmony. I appreciate this would be difficult, mainly for the reasons above but also for countless other reasons, however I would be interested to hear thoughts on the issue. "Young Europe" must be finished by 1914. POD's can go back as far as the birth of Mazzini, but if that's thought too ASB and someone would like to go furthur back then that's fine too.

What's exactly the final goal?
I know you specified a PoD limitation until 1914 but is post-Versailles Treaty Europe or contemporary Europe an acceptable "Young Europe" map?
In the former most nationalities have their own states or share one, in the latter almost all have one or two of their own. One may argue about the borders but one will always argue about the borders because there are mixed ethnic areas...

So... if any of those maps fail to qualify as an "Young Europe" map in what way are they failing? e.g. Must Scotland be independent? Ireland unified? Multilingual countries divided?
 
Post-Versailles would not be acceptable as the states created did not live in harmony (e.g Wilno dispute). The idea is that Young Europe would be created through the actions of pressure groups from within the country, not imposed as part of a peace treaty. Modern day on paper works but obviously the conditions for achieving it did not come about through "Young Europe" movements.

As for Scotland, Wales, Ireland etc, I would say that if there was large scale support for independence at the time then it should be independent. Welsh and Scottish nationalism are relatively recent, whereas, for example, Polish nationalism has been around since the early 19th century, if not before. Multilingual countries may be included if one can find a reason for them to voluntarily consider themselves one nation (Switzerland being the prime example). I'm also under the impression that regionalism in France (Brittany,Occitania etc) wasn't garnering large scale support at the time so can be excluded. Countries to focus on would be Austrian and Russian nations which OTL mostly achieved independence after ToV. If someone can find a way for different national consciousnesses to develop (for example maybe some way could be found for Ruthenians to regard themselves as separate from Ukrainians) then that's also fine.
 
As you say, it'll be hard to have everyone hugging and kissing in the end but if you have the revolutions of 1848 succeed, the notion of having nation-states divided by ethnic borders will be more widespread than IOTL.
