AHC:Create an alliance of countries that occupy former Roman territory

Your challenge is to create a political confederation between some but not necessarily all countries that occupy areas formally belonging to the Roman Empire such as Italy, Spain, or the Ottoman Empire, and have this alliance become a supper power. Please focus on aligning countries that meet the requirements but that where not aligned in OTL.

I'd prefer a post 1860 POD but you may not limit yourselves to that. Also this may be possible with a post 1900 POD but if so I cannot think of how myself. Also I'd prefer a focus on aligning countries that boarder the Mediterranean.
 
The Entente actually satisfies a good chunk of this requirement:

Britain;
France;
Portugal;
Italy;
Greece;
Serbia;
French North Africa;
Italian Libya; and
Anglo Egypt

If you somehow added Spain to that mix you basically have the vast majority of the Roman Empire with the exception of the Ottomans and parts of the Balkans.

Not that hard to get the Ottomans on the allied side. Now we need to get them into some sort of keep-the-peace post war alliance that actually hangs together...

How about early 1950s NATO? Once Turkey and Greece joined, and treating Israel, Libya, Spain and Portugal as de facto allies, you have pretty much the whole of the Western Empire (minus Illyria) and a large chunk of the Eastern Empire.

Tunisia, Algeria, and Morocco are still colonies.

It should be possible to keep Egypt under effective British domination for slightly longer; that just leaves the Soviet-controlled Balkans and parts of the Middle East. Alternatively, somehow flip the alignments of the Arabs and Israelis (so that the Arab states lean pro-US and Israel leans pro-Soviet) and you're even closer. Yugoslavia tried to steer an independent course in much of the Cold Way; have events cause them to drift pro-Western and you have Roman Illyria as well.

Obviously decolonization is going to bring much of this crashing down soon, but for a few years you have most of your ingredients.

Well, the OP said that it wanted to see these lands as Superpower, so I imagine ot has to be independt of the United States. So, let's say that an isolationist Republican beats Truman (hard, I know. Maybe Dewey chooses Taft as his VP and gets assassinated by the Pueeto Rican nationalists) , and keeps the US out of the alliance.
 
I had a challenge similar to this once.

It was something like: Make Portugal, Spain, France and Italy form a new Roman Empire
