Maybe a Bioshock Rapture esque city that was built in the 1920s & 30s as a "city of future" even if it becomes a bit dated?
This feels like something that would be a bit more common in a dieselpunk timeline.

So would altering or delaying WW1 be a good way to get a more dieselpunk twentieth century? Also what could be some plausible pieces of dieselpunk technology that didn't show up in OTL?
It would be interesting to see how we could plausibly get the cassette futurism and cyberpunk originally envisioned from the 1970's to 1990's period to actually happen.
So maybe the world becomes vaguely Crimson Skies esque following the end of World War 1?

important is delay/stop the development of Atomic power, otherwise it's becoming Atompunk
Main reason for building Atomic technology was WW2, how is consider the time end point for Dieselpunk genre (interwar period 1918-1939)
Means for annoying little Austrian and his german goons, some deadly must happen to them.
also to some Japanese Generals also...

Well considering he spent four years running around the western front as a courier and immediately after that there was the Spanish Flu getting rid of old pencil stash wouldn't be much of a problem. Now the Japanese on the other hand might be a bit more of a problem... Now getting rid of WW2 or replace it with a radically different conflict would be the way to go for delaying atomic power or at least the bomb.
