Only soverein nations count so not say, Protestant Ireland. Warfare is allowed but not outright conquest.

Does it have to be sovereign when it converts, and does the POD have to be after 1699?

Because I could see, say, Hungary or Bohemia going Protestant with the right PoD, if those restrictions don't apply.

If we say 'only sovereign' to exclude Ireland it means that virtually the entirely of Italy, most of Iberia, plus have the HRE would be out because of the Habsburgs or because they were not a country today. Heck, we can count all of Germany.

Hungary became 90% Protestant in the 16th century, but after that most people returned to Catholicism, influenced by the Counter-Reformation, except outlying areas like North-Eastern Modern Hungary, and Transylvania.
