AHC: Continue penal transportation to Australia post 1867

Whats the latest POD that can be used to continue the use of Australian penal colonies as dumping grounds for British convicts after 1867 when it was ended in OTL?

The best that I can imagine is a POD involving the Fenian Raids that makes them more successful and causes some to consider keeping the colonies in western Australia open for a longer period.

Given:


  1. Australian colonies were becoming more and more autonomous;
  2. The public opinion in these colonies was becoming more and more opposed to such transportation, barring problems with workforce;
  3. Bloody Code was just abrogated;
post-1867 penal transportation is ASB.
