AHC: Congenial peacetime USA and USSR

With a PoD no earlier than 1917, have relations between the United States and Soviet Union be no worse than polite while both parties are under no immediate existential threat (i.e. Nazi Germany).
Here's the catch: Both must be at least vaguely similar to OTL. While you can significantly alter the landscape of American politics, it cannot become a communist state or anything like that. Similarly, the USSR may undergo signifigant reform, but it still must be recognizable as the Soviet Union.
 
In my own draft timeline there is no Second World War and Germany is still under the monarchy with an evolving democracy, no bi-lateral Cold War, rather a multi-lateral paradigm of cross-cutting competition and interests that shift and jumble relations. Here the USA, USSR and Germans all pursue decolonialization, resisted by the British and French, the Soviets sponsor revolution and the Americans self-determination with the Germans encouraging independence, eventually China joins this concert too, yet Germany is a major trade partner to the British and important to the French. Like OTL the possession of nuclear weaponry by all the major powers has effectively ended peer-to-peer warfare and instead it is more proxies and covert warfare, trade has become the primary battle ground and oil is in the middle of it all. I think you get a much more nuanced Soviet-American relationship here, the Soviets constantly probing for advantage and stealing technology but less perception of it being a struggle of "Good" versus "Evil", on some fronts the USSR is the enemy of my enemy and others it is the enemy, that is how I got the world far less bright line.
