The absence of United States anti-Communist intervention in Latin America would help. My Brazilian history is pretty shaky; I don't know exactly to what extent, if any, we intervened in Brazil. But obviously a general shift in US foreign policy in Latin America during the Cold War would give left-wing movements a lot more room to grow. How exactly you get there I don't know.
