AHC - Chinese Hokkaido

I'm reading Isabella Bird's account of her travel to Japan (with a large part of her journey spent in Hokkaido) and it got me wondering - is there a way to get Hokkaido to become an integral part of China? What do you, the readers at home, think?
 
Did China ever claim Hokkaido like they did Sakhalin? Both islands had a pretty similar status pre-19th century, albeit Japanese control was far more present in Hokkaido.
 
Chinese control of Sakhalin was pretty much non-existent. As far as the Qing were concerned, it's as good as a de facto tributary, and ignored entirely by earlier dynasties. Same case for Hokkaido, and frankly, there really not much point settling there when there's far more real estate in Manchuria.

Claiming Hokkaido (as part of general Chinese claim on Japan) is perfectly ok. Really integrating Hokkaido..would require an advanced maritime technology. I remember texts mentioning several Japanese medieval ships (up to 19th century) in western Hokkaido, Rishiri, and Sakhalin area were frequently wrecked by storms, carried off course with crew dying of cold weather or starving, or wrecked when run aground.
Basically, if China can integrate Hokkaido, it can integrate into empire even North America. Just make good enough ships.
