AHC: Chinese-Americans dominate bootlegging during Prohibition

IOTL the Italian and Jewish Mafias took control of the illegal alcohol industry during the Prohibition era. They were originally centred around Little Italy of New York. With a POD anywhere after 1900 make it the Chinese-Americans the leaders of the alcohol trade.

Canada adopts prohibition as well, meaning that the sources of bootleg alcohol imports have to be through the southern border instead of bootleggers on the Great Lakes: California becomes one of the main entry points for illegal liquor, and it's the Chinese gangs who dominate the trade instead of any Mexican outfits.

That last bit would take a bit more research, but that's my back-of-the-envelope guess at the challenge.

Or, Canada adopts prohibition on a province-by-province basis, with swingin' BC as the lone holdout, thus prompting elements of the west-coast Chinese community to take up bootlegging.

Caveat: I'm assuming the west-coast Chinese community was more numerous than elsewhere in Canada at the time, though I don't have the numbers on hand to back that up.
