So is there any PoD that can cause the remnants of a destroyed Byzantine empire to flee to Spain and set up a new Roman Empire there? What sort of language would this Empire speak? What problems would it face? How could it ensure that whomever destroyed it in the East wouldn't come invading again? Could it survive, if not to the present day, then at least until an equivalent to the Enlightenment?

I don't think that could happen. You'd have to have a native chunk of the Western Roman Empire survive in Hispania, like in Remnants of Rome. If an ATL Eastern Roman Empire conquered Iberia, it'd either be strong enough to stay together, or Iberia would be lost along with the rest.

Most likely Vulgar Latin-like. It's hard to replace languages in Europe south of the Pyrenees and Alps.
 
I'm struggling to think of a single example of a state that got destroyed, then its leaders fled and reestablished the state somewhere else. rhats...not really how countries work...

It needs a larger Byzantium presence in Spain before the collapse in the east but may be possible as a remnant state. Isn't that what the Umayyad's did with the Cordoba caliphate after the dynasty were expelled from Damascus.
