The Civil War saw both the Union and the Confederacy using hot-air balloons as a kind of aerial reconnaissance force in the earlier days of the war. The practice was hated by the Confederate army, and CS attempts to replicate it weren't very successful, though the Union also put a stop to it pretty quickly. The challenge, should you wish to take it, is to have both sides come to see those experiments as worthy of continuing and thus having this as a side to the war.
