Look at the number of people involved, especially the Upper Canada one. Getting them blown up to 'civil war' would require massive changes.
No, they're not. Not really. You've got a couple of smallish rebellions in remote areas that aren't even part of a province yet. One doesn't call Sioux uprisings (say) American Civil Wars....Also:
