Neither is very difficult, Hawaii simply chooses to join the British empire as a protectorate of some sort and later joins Canada for various associated benefits, Alaska, the Americans refuse to buy it, so the Russians sell it to the Brits.Your challenge, should you choose to accept it, is to somehow have Alaska and Hawaii become Canadian provinces with PoD after 1815.
Bonus points if you avoid a war between the US and Britain...

Hawaii, not sure. British Hawaii could easily happen, but I'd just think Hawaii becomes independent during the wave of African/Asian decolonization in such a scenario, and at most has a similar relation to Canada like New Zealand to Australia (though greater size difference). Maybe if Britain joins it to Canada and/or settles Canadians there in an effort to deter the United States from eying the place?
Selling from Russia to British is not going to work. Russians did sell Alaska to USA in 1867 to avoid the perceived inevitable capture of the indefensible territory by British (that time an arch-enemy of Russians). Other, more aggressive way may work though. For this, may be best way is to have some incident, tension and partial trade embargo between USA and Russia in early 19th century.
