AHC: Byzatines conquer Persia?

With a POD of 400 have the Eastern Roman empire conquer the Sassanid Persian Empire and hold it for more than 200 years

Sassanid Persia is too large I reckon for them to even conquer it in the first place.

If the Arabs managed to carve out a state around twice the size I see no reason the ERE can't

Different circumstances between the Arab conquest and anything the Byzantines ever had an opportunity of or an obvious POD that could have been the opportunity for.

Different circumstances indeed. The last war wasn't the first time the Romans had sacked Ctesphion and their was a reason for that. If the Romans had even conquered Persia they would be host to the same issues that often enough problemed the Iranians of the region (mostly Steppe Nomadic Incursions) ontop of fierce rebellion.
 
Not to mention the horrific costs of such a war to the state's available supply of men and money, which has its own consequences internally and on other frontiers.
