The curious dichotomy is that for England to fall the navy must suffer massive defeat, or be elsewhere at the time and unable to come back. When Portugal fell by land, the royal family escaped in the fleet. Of course, the Portuguese fleet was but a fraction of the size of the British, so I guess it is acceptable for the royal family to escape on a RN squadron. BUT if the French and allies control the seas there are only two courses of action - EITHER they leave from London or Bristol then go NORTH round Scotland on the one case, round Ireland on the other, OR the royal family withdraws North as the French army advances, and is able to leave from whatever Northern ports exist in this timeframe. I guess the RN squadron doesn't HAVE TO dock so they could take cutters to the big ships waiting off shore.
