With a POD of 1800 or later, break up the Qing empire in a way where China doesn't get exploited by foreign powers. China advances technologically and economically, and native Chinese (whether Han, or members of local minorities) are enfranchised. Despite this, Manchu rule erodes.

this isn't that hard

the Qing empire was China proper: Xinjiang+Tibet+Manchuria

just have an ethnic han regime which decides that it doesn't want to go thorugh the trouble of keeping the non-Han parts of the emprie
 
Better earlier than later then. Have an alliance of revolting peasants and anti-Manchu townfolk (likely along Yangtse and Pearl rivers and the coast?), i.e. a non-crazy Taiping, break free in the South, while the Qing keep the North. (The Classic Chinese partition.) rivalry will inspire military modernization. Surely Western powers will participate in the game, but if the two powers are strong enough, they may well play these foreigners against each other following their own interests, too.

If you want to remove the Qing entirely, have a moderately successful Southern campaign (but not enogh to subdue the North completely) incite a Rebellion along with a palace Coup, creating a new dynasty in the North, too.

Having everyone "enfranchised" is the tougher challenge.
 
I think that with a POD after 1800 this is impossible. There are post-1800 PODs that can get you a broken up China, as well as PODs that prevent it being exploited by foreign powers, but both at the same time is ASB. If colonial European powers are around they will take advantage of a broken up China inevitably.
