AHC: Both US and USSR Collapse

Just what the title says. Find some way to make both superpowers collapse (not necessarily around 1990) within a few years of each other.
This is NOT about making a nuclear war--just collapses on the scale of the USSR in the late 80s/early 90s.
China may or may not be involved.
EDIT: I should have specified, there should still be some semblance of a Cold War between them.

To ensure the United States would collapse, it would probably have to be sometime before World War 2 breaks out. Post-war America was an economic and production powerhouse. So somewhere between the Russian Revolution and Pearl Harbor I feel like is the most likely time for this to happen. Great(er) Depression maybe?

I'd say more Authoritarian United States that was committed to White Supremacy would be a good start. It would need a harsh crackdown on Leftism, while not completely neutering the movement like OTL. Maybe the United States stays out of WWI? That is a lot of butterflies to consider though

How would you measure a U.S. collapse? Loss of colonial possessions and reduction of military presence to North America, or something more?
