AHC: Bill Clinton's town halls as prez-elect, 3 ideas percolate up?

This is somewhat of a forgotten chapter and it shouldn't be. In '92 as president-elect, Bill Clinton held a series of town hall meetings on the economy. For example, this one ---

Now, Bill's a pretty smart guy. But this challenge is for three ideas put forward by ordinary, regular citizens to catch fire and percolate upward (and no such thing as 'ordinary' citizens anyway! ;)) . And the ideas can either work out or not. Maybe some do and some don't. Or, an idea has to be tweaked based on results.
 
And in Dec. '92, Clinton held an economic summit in Little Rock, Arkansas.

I talked about the value that disabled people represent to this world and its economy. I talked about their desire to be part of their communities. And I told them that disability was the one minority we could all become a part of at any time.
This would be one good way to crank the economy. Build on the 1990 Americans with Disabilities Act (ADA). Perhaps some medium help through law and then it just becomes more of a social norm for companies to look for ways to hire, rather than reasons not to.

And this one might have some controversy and disagreement, which is fine. Some people might say, the reason companies are restrictive in hiring is because of the legal climate and the very realistic possibility of getting sued. I say, it's mainly HR departments taking a kernel of valid concerns and then being very successful at turf building and turf defending. (perhaps nowhere more than in IT companies!)
