AHC: Ban the (Intercontinental) Bomb

With a POD after 1953, make it so that an international ban on weaponized ICBMs is put into effect, in essence severely weakening the state of MAD. In short, war between NATO and the Warsaw Pact wouldn't quickly escalate into total atomic holocaust.

However, nuclear artillery (such as the US's "Davy Crockett") and other low-yield tactical nuclear weaponry are still allowed.

Is such a thing possible, and if so, how would this affect the upcoming Cold War?
 
What do you do about bombers and shorter range missiles deployed in Turkey, Italy, Britain, Cuba and on SLBMs?
 
Tom Clancy's Ryanverse featured a near nuclear war between the US and USSR developing after a nuclear terrorist attack in the US and afterward, both sides demobilized all their ballistic missiles, which could not be recalled after launch. All nukes were carried on aircraft, either as gravity bombs or missiles, so it'd be easier to stop them in event of an accident.

Perhaps there's an accidental launch that leads to one or more cities being destroyed and both sides abandon ICBMs in favor of more controllable nukes?
