AHC: Balkinized canada in a world with the Soviet Union?

All in the title. What kind of world would be able to have a balkinized Canada, and at the same time a country by the name In english of the Soviet Union?
 
Well, Soviet is Russian for council, so by definition the state either has to be based in Russia or develop from a Russian ideaology that places power in councils.

For Canada, how balkanised do you want it? Quebec going independent in a universe where Newfoundland didn't join and this knocks on to the Maritimes leaving as well? Or do we need to break off the west as well?
 
You want three powers in the Yukon? I assume you mean the West because otherwise that's insane for such a low population density area.

Also if we're defining the East as Ontario to the Atlantic, any Balkanised Canada is going to get at least three powers (Canada, Quebec, Maritimes/Newfoundland).

Well argueably Newfoundland/Labrador can remain Crown Colony same as OTL.

maritime Union occurs without the Canadas participation..say in the 1850's...

UC argueably needs LC for access to markets..and the development of the West was embraced as much in LC as in UC as it was a spur to the development and diversification of their economy. So the Canadas with Rupertsland at least is a given in some form.

west of the Rockies you could have New Caledonia, with Vancouver Island remaining a Crown colony same as Newfoundland. The NWT could be joied to the Canadas or split with New Caledonia.
