AHC: Balkanized World

Today there are about 200 sovereign states.
How can there be a world with over 500 sovereign states with a POD around 1900.

The obvious areas are a more partitioned India, the Dutch East Indies forming several nations and a shattered China

For whatever reasons:
Have all the princely states become independent in India, which should cover a few hundred;
Australia not federating (although that would require a PoD just before 1900);
More states in Africa and;
Disunited China.
 
Another obvious area is Russia (it was pretty balkanized following the Revolution IOTL and nearly went so again in 1991). A worse Russian Revolution (and things later on) might well create dozens of states out of the area that was OTL Russian Empire. (Caucasus especially - Georgia, Armenia, Azerbaijan, Nakhchivan, Nagorno-Karabakh, Abkhazia, Ossetia, Chechnya, Ingushetia, and I'm only listing the ones that were at some point independent or looked close to it IOTL...)
Maybe a WWI (or WWII, but that's a little late for a POD) that goes worse than IOTL for Germany has it being officially broken into pre-1867 borders? Or is it too implausible?


...So what, how? :)

The Princely States wouldn't do as many had been split between the British and their allies during multiple wars and mutinies. Perhaps an absolute partition of India where it breaks up into each royal group and belief would do the thing. Maybe they could split the land but keep the titles over them seperate. That or the British keep the protectorate thing with Swaziland, the Ashanti, the Princely States and other groups going with them being recognized as seperate countries even if they view the British monarch as their elder chief or let them take care of diplomacy. Also have the Dutch, American, British, and French islands stop voting to not go independent. Maybe consider Native Americans and Canadian Aboriginals to be their own countries within countries. And do we consider Man and the Channel Islands as three countries or do they not count despite their indepednence and instead go to Britain?
