I don't imagine that would be a particularly large amount of troops, even at their height the Nazi's were spread thin, covering half of Europe from the Low Countries to the Urals and from Norway to the Balkans.

They always found ways to spare some to later occupy Yugoslavia, Greece and even invading the Soviet Union.
Of course tying more men in the Iberian Peninsula is a mistake and Spain serves Axis' interests better while neutral but that's another story...

But yeah, the only way I could see Portugal pulling this off is if the First Republic is much more stable to begin with, so certain portions of the 1910 Revolution are going to have to change - and even then, there's no guarantee that what would result would produce enough butterflies that could prevent WW1 from occurring in the first place.
 
A more stable First Portuguese Republic, then?
This is the best way.
Alternatively, a counter-coup that topples Salazar before ww2 and restores the First Republic, or also the 26th May revolution that degenerated in the Estado Novo, following its original course* and resulting in a more stable (and firmly) pro-Allied Second Republic.

*This means Salazar never gets called to government, but also implies that the coup authors stay in power long enough to restore democracy.
