AHC:Avert the English Civil War

What is the easiest way to avert the English Civil War while keeping Charles I on the throne???

Have Parliament take the usual course of voting Tonnage and Poundage annually rather than simply for the year. If Charles has the expected revenue stream and Parliament looks like they're ready to negotiate in good faith rather than essentially try to brow-beat the young King into making appointments that please them, the Crown and Parliament could reach an agreement in calmer terms with the later not being dissolved and Charles having to resort to extraordinary measures to run the state. A slow crack-up of taxes to catch up to the long-overdue raising in collections (perhaps under a new Parliamentary survey to determine the best source of revenues) and having the Catholic Church "buy back"some of its lands and rights could be tolerable to both sides.

Keeping Charles on the throne is easy. Nobody really WANTED to get kick the man off; the monarchy was considered sacrosanct , after all. He was just so bloody stubborn that it was eventually basically forced on people. Have him not backed into a legalistic corner, and everybody is sane enough not to have things go totally off the rails.
