Do you also go around tarring all Caucasians and Americans and Gen Xers as equivalent to the KKK? If someone had run into a few black people who were lazy or theives, would that justify them calling African-Americans as dishonest shirkers as a group? Face it, you're a bigot, stereotyping in the worst way.
 
this will not be popular and I do not condone genocide at all but it would help meet the challenge. allow abortion only for nonwhites. mixed with some genocide of minorities.

Although that could "work", it is implausible with a post 1900 POD for America.
 
The main thing would be to stop the mass influx of Mexicans and other Latinos. Maybe make Mexico become stable and a recipient of major investment by US companies....a Mexian Tiger economy? Have Mexico take economic reforms much earlier and then keep Mexico stable.

Therefore it keeps the Mexicans in work, with no real reason to leave.

With this, you could have a messier break-up of the Soviet Union. A Russian civil war would push a lot of educated Russians to flee to America, much more than OTL. It could then offset any natural growth in the African American population.

Mmm, do you even need more trouble in the SU? Simply allow for more immigration for economic reasons from there as part of the attempt to work with Russia following the Fall of the SU, and you would get high immigration levels.

Say justified as a way to help with unemployment in the SU. After all people with jobs won't be leaving, right?

According to wikipedia, back in 1930 and 1940, almost 90% of USA's population were white americans.

So your challenge is to make that percentage be the same in 2013, in a USA with the same borders, and see how that changes the evolution of American society and economy.

The percentage can go down inbetween, but no less than 75%.

Also, the rest of the population can be African, Asian, Hispanic, or Native-American in any proportion that combined is not over 10% of total population.

What if the Marshall Plan applies to Mexico as well and it becomes a well developed country as Germany, France and Italy? The problem I see is that US would not want a good economic competitor in North America...

Maybe not Marshall kind but with stability over the years, a solid economy is achievable. Also, with far less poverty you have a far lower birth rate, which in turn will reduce potential migrants as well as help to cement stability and economy in the region.

Supposing African-Americans population is to grow here but maybe not as much as OTL, how can many of them be turned to emigrate? Where would be a choice? Can the goverment work to give them opportunities in Liberia for example, and at the same time try to deny those opportunities in America?

Could a situation happen where huge unrest among African-Americans arises causing the government to create reservations, homelands or special zones for them or even deporting them to Liberia?

The Irish instead of going to Britain Australia etc go only the USA.
Jews in Europe move in much larger numbers to America.
Germans after the crash of 1929 move in Large numbers to America.
 
Agreeing with everyone here in saying "keep Mexico stable". Mexico becoming a Tiger economy would be nice, but most Mexican immigrants came here due to hard times in the '90s and early '00s. NAFTA may have triggered an overall economic boom in Mexico, but it also brought with it a lot of inequality, with many small farmers in particular losing their land once cheap American grain flooded the market. The Zapatista uprising can be traced back to this. Find some way to change NAFTA so that Mexican agriculture isn't uprooted; that alone would prevent a great deal of emigration.

The potential long-term effects would likely mean a more moderate, and possibly more successful, Republican Party. There would be less reason for fear-mongering by the nativist right, which would have two effects. First, the GOP's efforts to reach out to Latinos (and other minorities) are more successful without the stigma of being seen the party of closing the borders. Second, that same nativism is a big part of what galvanized the Tea Party movement IOTL, so here the "base" won't be nearly as fired up and influential. This impacts the GOP's position not just on immigration, but on gay rights, religion, reproductive rights, and a whole host of social issues. Libertarian-leaning young people who, IOTL, view the Republicans as the party of nativist Bible-thumpers might be more inclined to vote for them ITTL.
 
The problem with Mexicans and other Hispanics is their population growth. They grew too much for their economies to properly incorporate that growth and actually get better living conditions.

Even with no NAFTA many would attempt the crossing, as the excess in population would still be there.

That's a key. Countries with high population growth not capable of creating that many jobs(like Italy in 1900) tend to be migrants sources, while when they have low population but jobs are avaible they are receivers(like Germany today).

Let the Great Depression drag on and on. With 15% unemployment not many would want to come here.

But it seems your real question is how would the US economy and society evolve without substantial immigration. As to that 1920s-1960s had low immigration, and 1960s to now had high. The economy did badly and well in both periods. Income equality seemed to increase during the low immigration period and decrease during the high immigration period (as per Peter Turchin although he attributed it to a conspiracy of the elites to suppress communism 1920s to 1980s by raising wages IIRC.)
