AHC and WI: No EC Majority in 1968

How can the 1968 US Presidential Election fail to produce a clear Electoral College winner? And how would it then play out in the House and Senate?* Bonus points if the winner lost the popular vote. Extra bonus points if said President is Robert Kennedy.

For as close as the election was between Nixon and Humphrey, this isn't hard. Just have some states flip flop so no one gets to 270. That could also produce a popular vote for Nixon. You could also have Nixon eat into Nixon's solid south, which means no majority.

Thrown to the House and Senate, which are both Democratic, Humphrey/Muskie win hands down.

One little monkey wrench, though -- the House, in this sceario, doesn't vote as a body but on behalf of their states, which each gets one vote; from what I can tell, the Democrat still wins, but if the Dixiecrats vote for Wallace it may get trickier...

Wallace was going to let the Southerners support Humphrey, then run against him in '72. He wasn't going to let Nixon get it.
 
The Senate would have to make a straightforward choice of Muskie or Agnew for Vice President. I do not think the guy from Maryland would have much of a chance.

Muskie would be acting Prsident if the House Stayed deadlocked
