AHC: Anchor Me

In 1985 covert members of the French DGSE snuck on to the vessel used by Greenpeace, the Rainbow Warrior, in protest against their nuclear testing and forcible relocation of 300 Marshall Islanders in French Polynesia, and planted limpet mines on its hull. The boat, which was docked in the Marsden Wharf, New Zealand, was blown apart, resulting in the drowning of Fernando Pereira, a photographer asleep at the time of the explosion. The New Zealand Prime Minister, David Lange, referred to the bombing as a terrorist attack on kiwi soil.

So, challenge: escalate things so they get to the point of open warfare between the nations of France and New Zealand. I don't care what side goes first, I just want to see what you come up with.
