AHC: alternative German states?

With a POD of 1700 or later, can you make this map possible by 1900? The borders don't have to be exact and more states can exist if you like.

States that have to exist:

Kingdom of Prussia
Austrian Empire/Austria-Hungary
Kingdom of Hanover
Kingdom of Saxony
Kingdom of Bavaria
Some sort of confederacy of Rhine-states
Grand Duchy/Kingdom of Wurttemberg

For the POD, there is no French Revolution and so you're going to have to find another reason for the collapse of the HRE. There should be no major movements to unite Germany as one state, with all the states above being separate.

If you think it's impossible to achieve this without having some form of German confederation then please feel free to say so. Anyway good luck!
 
The German states fine but surely Oldenburg would still exist? Its the Polish end of Germany with which I have the problem. Assuming that the Partitions of Poland happen as per OTL, what would make Prussia give up some of its spoils to Russia? If Russia had decisively defeated Prussia in a war wouldn't it have taken more of Prussian Poland? I won't say not possible because of course it is, but I'm struggling unless the Partitions happen to create the OTL 1815 boundaries.
How did Alsace Lorraine not become part of France?
 
No post-1700 POD can bring A-L into a Rhenish confederation or an expanded Baden. That is one change I would make is to keep Baden independent of the expanded Rhenish Palatinate. My preferred POD is the death (peacefully) of Frederick the Great between 1748 and 1756. Prussia is now established as a major German state and a player in the partition of Poland, but the successor Hohenzollerns are only interested in eastern expansion and turn their back on Central/Western German. I say after 1748 because the map shows Silesia as part of Prussia. Eliminating Freddy before 1740 is an even better POD but keeps Silesia Austrian. Also then quite possible that there would be fewer military conflicts in Central Europe in the mid-18th century, leaving France in better economic shape and if not preventing the French revolution at least altering it in a way that prevents the rise of Napoleon (a long shot even in OTL) and the massive disruption he introduced into Central Europe (dissoving HRE, Confederation of the Rhine, encouraging liberalism and national identity). There are other ways but without Freddy and Nappy there would be much less disruption of the traditional state order in the Germanies and this map is much more likely to evolve and endure.
