AHC: Alternate Soviet-esque, unconventional Blue-ocean navies

The Soviet Union had a blue navy doctrine under Brezhnev, which partially contributed to the expenditures that damaged the Soviet Economy during the 1980's.
 
By Soviet-esque do you mean relying on submarines, surface combatants and land-based naval aviation instead of carriers?
 
What about alternative technology?

Hydrofoils? Ground-effect vehicles? The Russians did try to develop them, but it didn't take. Maybe if they had a pressing need to match the USA in ability to deploy forces overseas. The Ekranoplan could move fast like an airplane, could be large like a ship, could operate in fairly heavy sea conditions (I think?) and could potentially land some distance inland, deploying it's force off the beach, and from over the horizon.
