Could it have happened? Russian political history is not one of an uber-autocratic centralized bureaucratic state, but one of a noble-parliamentary run country or a Cossack Hetmanate, almost a form of democracy by comparison?

Muscovy came close to ending up in a union with the PLC. This is a fascinating WI, due to the deep cultural and structural changes it might produce. After perhaps a few centuries of this, Russia could become permanently 'westernized', in the sense of the elimination of the extremely autocratic traditions, ingrained respect for the rule of law, etc, and therefore more benign then OTL.
