With a PoD close to the turn of the century, change the political situation in as many countries of the now Western World so that they have, for most of the 20th century at least, 4-5 year political cycles; in effect, Im thinking of having one termed presidents in the US and Congress frequently changing hands, countries like Britain having changes of governments and PMs every five years, essentially making reelection for high offices of state very difficult. Note that this doesn't mean the same for MPs or members of congress or Bundestag members or generally parliamentarians, only that the leadership must change, and change often.
If such a thing were to happen, how would it affect politics and culture in the world? Would it mean more consensus driven politics, or governments trying to cram changes and reforms in their likely short spells in office and their successors undoing them and this going on for quite some time? Would this mean any significant changes for popular culture?
