AHC: AFL-NFL Merger turns football into promotion & relegation system

Challenge: During the AFL-NFL Merger, have American football become similar to English football, with promotions and relegations.

After the merger...Probably not happening because the franchise system is too entrenched...it would have to be a part of merger and a part of set up starting with the first merged season for it to stick...and there was a push for it..Sports Illustrated's pro football writer Tex Maule wrote an article suggesting the idea in 1967 or 68 and it got a little traction among the owners in both leagues.


Ultimately you'd never get the owners to buy in because franchise system is so entrenched...you even have owners in the first division leagues in soccer pushing to end P-R (doubt it'll happen, but you never know).

As part of the merger....a longshot, but doable....The only issues will be

1. How to set it up...
2. Getting the television folks on board
3. handling player transfers and the acquisition of new players (i.e. the player draft)

4. Getting all the owners on board. :)

Probably not going to happen. Football was already going in the opposite beforehand.
 
A P-R system in American football necessitates the creation of 2nd and 3rd tier leagues from scratch. Is that even feasible? Where would the money come from to start and maintain these teams? Also, are there enough quality players to maintain a multi-tiered football system? US professional football teams are made up of 53 players, far more than any other sport. The CFL, with much smaller budgets, can't get by with fewer than 46 members on a team, so we're talking about 2-3 000 extra players to fill out the minor leagues.
