AHC:Accelerate the Development of PreHispanic Philippines

Is it possible to accelerate the development of Prehispanic philippines perhaps to the levels of Medieval Korea or Japan, I have noticed that the development of Tondo is so slow and were able to pick up writing but its subordinates were illiterate, it was on the same level it was on 13th century as was on 15th-16th it seems that it did not progress a bit while Mindanao was anarchic before the establishment of Maguindanao sultanate.

Is there anyway to change it? Would a higher population make it go higher in its tech level?
 
The Philippines could luck out and get a ruler like Ashoka of India, although I should say the second half of his career, not so much the first half.

Or, a ruler might go the route of China and have civil service positions based on competitive exams. This would motivate near-middle-class families to seek out and pay for tutoring, if there are families who are near middle class, and if there are tutors available at all, etc, etc. All this points out some of the difficulties of trying to bootstrap the economy and technology.

If things go well, the Philippines might become a center for banking and trade, although even the long skinny island is not positioned as well as Singapore for example. But if things go well, the Philippines might become partially a destination and partially on route.
