A successful Constitutional Amendment has to pass both houses of Congress by 2/3's and then by ratified by 3/4's of states.

So, right now with 50 states, 3/4's is 37.5. But you can't get half a state. So, a successful Constitutional Amendment has to be ratified by at least 38 states.

Thanks for the clarification! I knew one of those numbers was wrong. And honestly, I'm pretty sure multiple amendments would need to be passed to nullify several articles and amendments dealing with the Presidency. It would probably just be easier to draft an entirely new Constitution

I think it would take several amendments to move to a Parliamentary system in an orderly way.

Although I think @Captain Jack's suggestion has a lot of merit, that if we just repealed the part which states "and no person holding any office under the United States, shall be a member of either House during his continuance in office" (Article 1, section 6) we could have a largely parliamentary system in which senior members of Congress held cabinet positions.
