AHC: A ''Zainichi Korean'' Republic in Japan?

What the odds of creating an independent Korean Republic within Japan itself? I know that due to Japanese colonialism forced tons of Koreans to migrate to Japan as a workforce to make up for labor shortages. By the end of the war, there was a few million in Japan but most chose to move back to Korea but still a half million chose to stay behind in Japan. Ways to create a new Korean identity distinct enough from mainland Korean to create a separate nation and large enough as well.
 
Does Sakhalin/Karafuto count?

Karafuto Prefecture in South Sakhalin becomes a homeland for the Zainichi Koreans? Maybe the Korean War somehow ends with Korea united under the Republic of Korea, but enough North Korean officials go to South Sakhalin, where with the support of the USSR, they declare a new Korean Republic? Which at the end of the Cold War, renounces its claim to be the government of the DPRK and invites Zainichi Koreans to help build the economy.

Or maybe the other way around, where Korea is united under the DPRK after the Korean War, but Japan was allowed to keep Karafuto Prefecture after WWII. Koreans are resettled in Karafuto in addition to the numerous Korean population already there. Karafuto Prefecture is majority Korean by the end of the 1950s, and with the support of the United States who might not trust Japan for some reason and thinks they'll be a better Cold War ally, declares independence.
 
How about Hokkaido? Maybe during the US Occupation, they take direct control of the island and force Japanese citizens out and resettle Zainichi Koreans on the island. A Korean Republic on HJokkaido will have active support from the U.S and be a major ally against the Soviets. Though the Japanese are not going to like the fact that Hokkaido was taken from them.
