Well, it's not exactly 1493, but let's go for the standard: Henry V lives PoD to get the Anglo-French union. Add in a Habsburg inheritance of Portugal and bob's your uncle.

Richard I might be a good person for a POD at this point. Have him survive long enough to slowly grind down French resistance to the point that his conquests are recognised out of the fact that both sides are pretty much exhausted. If you manage to butterfly some actual competent rulers of the Angevin Empire to take the place of Richard after his death, the conquests could hold and his marriage to a Navare Princess could come into play.
 
Why not go the way my TL has gone?[/shameless self promotion] Simply have King John of England win the Barons' War, 7 years later England and France are united. Then divert from my TL by having Louis go on to fully annex Southern Wales and then war with the Kingdom of Gwynedd. Have a dynastic screw-up that leads to the Anglo-French Kingdom unite with Scotland (perhaps numerous Royal deaths through the Black Death?)

Iberia is most likely to unite like that through dynastic inheritance like OTL.
