Inspired by the current debates within the British left over the EU referendum and the idea of reforming the EU along social lines (easier said than done but let's save that for Chat), your challenge is to reform the EU along left-wing lines with no PoD before the founding of the ECSC. That is to say stronger democratic structures, regulatory structures that are supportive of social democratic economic policies as opposed to liberalisation, and a much stronger focus on workers rights. Basically create the sort of EU that the far-right think exists: a bastion of international socialism.
 
The central problem is that you're going to have to overcome the reluctance of the different member-states to cede power to a supranational authority, to create a wider demos. More integration earlier, maybe?
