AHC: A better post war RN

What would it take for the RN to keep its carrier strike capabailaties? I only ask as im trying to write a time line on this subject
 
The greatest fleet the RN put to sea was centred on 9 aircraft carriers and did so well with the limited resources they had
 
First is a consensus that some sort of carrier strike force is viable and necessary given the massive costs.
Second is a much better handling of limited resources than the OTL bumbling.
 
Easy.

In the late 40s the RN was faced with a choice on how to counter the large and growing Soviet submarine threat; defensively with escorts for convoys or offensively with carrier and amphibious strike forces against their bases and forward support such as tenders and anchorages. IOTL the RN chose the defensive option believing it would provide the most effectiveness in the first weeks/months of WW3, thus put the construction/conversion of escorts ahead of carriers and amphibious ships in the priority list from about 1949 to 1955 or so. This decision was reversed in the mid 50s and within short order the RN had powerful carriers and amphibious forces on hand, but by then Suez had occurred leading to a massive reappraisal/contraction of British foreign policy.

So have the RN decide in 1948-49 that the best thing in the opening weeks/months of WW3 would be to strike at Soviet submarine bases/transit routes/tenders/forward anchorages with carriers and amphibious forces. They focus on carriers and amphibious ships in 1949-55, speeding up the completions/conversion of aircraft carriers and amphibious ships while many escorts are laid up or scrapped. When Suez rolls around the RN has 3 rather than 1 carrier in commission and an ARG ready to go at short notice, the invasion occurs within 6 weeks while the politics was more favourable so the military victory comes with positive political results.

Britain keeps up its overseas commitments for longer, reaping the benefits that come with leadership. While the RN declines, just like every other navy, it does so more gradually from a higher base, so CVA01 and 02 are built to a reasonable standard and either Ark Royal or Eagle stays in commission until the 80s.
